Why a Health Promotion Fund (HPF)
in each country
Establishing a sustainable health promotion funding mechanism (i.e. a health promotion fund/foundation or HPF) is the most cost-effective way to generate a reliable long-term funding stream for promoting and improving population health.
HPF provides proactive and flexible grants to diverse multi-sectoral partners to drive health promotion interventions at a population level.
Cause
Around the world, many countries are struggling to preserve the healthy lives and well-being of their populations due to the escalating burden of non-communicable diseases or NCDs.
NCDs are the leading cause of preventable death and disability worldwide, causing significant human losses, perpetuating poverty and inequalities, and threatening the development of economic growth. Health promotion is recognized as one of the most cost-effective way to reduce the impact of NCDs.

Better health
Health promotion is the process of enabling people to increase control over their own health by addressing the root causes of ill health, not just focusing on treatment and cure. A HPF acts as a catalyst to accelerate health promotion efforts.
As a result, relevant policies and innovative programs were put in place, saving lives, significantly decreasing the socio-economic burden from NCDs. In essence, health promotion enables a better health and well-being for the people.
Cost-effective
Health promotion programmes are recognized as cost-effective interventions to diminish the impact of all major NCDs and mitigate economic and social burdens.
An effective way to generate a sustainable stream of revenue using fiscal measures (not necessarily limited to or originating from the health sector) is raising tobacco excise taxes or introducing a surcharge tax, and dedicating some of that revenue to a health promotion fund or foundation.
